President Salva Kiir Mayardit speaking at the opening session on Thursday said that unity of the Sudan people’s liberation Movement is his priority in moving the country forward.

“There comes a time when leaders rise and turn the challenges in to opportunities, we made bitter compromises because by doing so it unites our party and restores our country,” president kiir said.

“The SPLM is the glue that holds our country together. If we allow the SPLM to falter, the country will not forgive us,” he added.

He called upon the leaders of the other SPLM factions who did not come to attend the meeting to return and join the party.

“As leaders of the country, we must make critical decisions to move forward,” he said.

Delegates of the SPLM party and some foreign heads of missions attended the opening day of the 4th National Liberation Council meeting of the SPLM. The 4th SPLM National Liberation Council meeting is being held under the theme “Reconciliation, Peace and Unity.”

The president said the party will be united because it had a long history of bitter splits but made compromises to unite.

The president said if the SPLM party was united, the fighting would stop and peace would be restored all over the country, which would improve the economy.

Jemma Nunu Kumba, the party’s acting secretary general said the meeting was called to endorse the revised implantation matrix of the Arusha agreement so that they can move ahead with full implementation of the agreement and to unite the party.

Some members of the SPLM splinter groups boycotted the meeting in Juba including the main opposition group SPLM in opposition of Dr. Riek Machar.

The representatives of the former political detainees (FDs) John Luk Jok said some of his colleagues refused to come to attend the convention for fear of their lives. He said in particular, the president had threatened the lives of the former political detainees in a speech last month.
The president invited all presidential advisers, ministers, deputy ministers, chairpersons of independent commissions, deputy chairpersons of independent commissions to attend the opening session of the meeting.

The party invited a number of African leaders who are guarantors to the Arusha Agreement for the movement's reunification signed on 21 January 2015 in Tanzania between representatives from three conflicting factions of the SPLM party.

Ugandan president Yoweri Musevei attended the inaugural session and urged South Sudanese leaders to drop violence as a means of resolving the conflict and work jointly for peace and prepare for elections.

“Force should be reserved for the enemy. A disagreement among brothers should not be resolved through force. If there is mismanagement, work for peace then prepare for elections. You then resolve everything through the vote. Use the ballot to punish those who have misbehaved,” President Museveni said.

The Arusha Agreement outlined key steps towards reunification of the party and addressing crucial points that include political, organization and leadership issues.

In November 2017 the rival factions of the SPLM signed a unification agreement to rebuild trust and confidence among them.

The deal, known as the “Declaration of Unification”, was signed in Cairo, Egypt under the auspices of the Egyptian President Abdel-Fatah al-Sisi and his Ugandan counterpart Yoweri Museveni Kaguta.

It followed the Entebbe Declaration deal signed by the various factions of the SPLM in July 2017 in Entebbe, Uganda to operationalize the Arusha Agreement on the reunification of the SPLM.
