WATER FOR LAKES PROJECT: Invitation for Bids For The Supply of 35 Motorbikes

SUPPLY OF 35 MOTORBIKES

1.      This invitation for Bids follows the General Procurement notice for the programme that appeared in the Citizen (South Sudanese Newspaper), the East African (East African Newspaper). Gourtong and Tendering Electronic Development (TED) websites, on 20 July 2014

2.      The Government of south Sudan (the Recipient), represented by the Ministry of Water Resources and Irrigation (MWRI) has received a Grant from the Government of the Netherland, (represented by the Embassy of the Kingdom of Netherlands), towards the cost of the Water for Lakes Programme, implemented by Euroconsult Mott MacDonald and intends to apply part of the funds to cover eligible payments under the contract PROWAS/SSN/G/12for Procurementof 35Motorbikes.

3.      Euroconsult Mott MacDonald,(the Implementing Agency) now invites sealed bids from eligible and qualified bidders for Contract PROWAS/SSN/G/12,supply of 35 Motorbikes, as specified in the table below:

4.      Bidding will be conducted in accordance with the National Competitive Bidding procedures as specified in the Water for Lakes Programme Procurement Manual, under the section for Procurement of Goods ,Works and Non-Consulting Services 2014, and is open to all eligible bidders.

5.      Interested bidders may obtain further information from water for Lakes Project – Mr. Theo Hendriksen, through theo.hendriksen@waterforlakes.org and have to submit a BID for the whole lot, incomplete or partial quotes will not be considered.

6.      Bids must be delivered and received in hard copies, sealed to the addresses below on or beforeFriday, 24th of August 2018 at 12:00 Hours East African Time. Electronic bidding will not be permitted. Late bids will be rejected. Bids shall be open physically, onThursday, 30th August 2018, in the presence of the bidders or the bidders’ representatives who choose to attend in person, at Water for Lakes office in Rumbek. Bidders who couldn’table to attend the opening in Rumbek can acquire the opening minutes from Juba office.

7.      All bids must be accompanied by a “Bid security” of 1% of the bid amount and the Bid Security shall be valid for a period 4 weeks beyond the validity period of the bid.

8.      Your BID should be submitted in English language, and be accompanied by adequate technical documentation and catalogue(s) and other printed material or pertinent information for this Bid, including names and addresses of firms providing service facilities in South Sudan.

9.      Bids shall be valid for a bid period of 90 days after bid opening.

10.  At any time to the deadline for receiving of BIDS, Water for Lakes may amend the NATIONAL COMPETETIVE BID by issuing an addendum. Any addendum issued shall be part of the NCB and shall communicate in writing to all who have obtained the NCB directly from Water for Lakes Project.

11.  The following should be considered by all participants firms while preparing quotation in response to this invitation.

i.                  EVALUATION OF BIDS: Bids will be evaluated based on National Competitive Bids as set in the Water for Lakes procurement manual under the section of goods, works dated October 2014.In evaluating the Bids, the purchaser will determine for each offer the evaluated price by making any correction for any arithmetical errors as follows:

(a)   Where there is a discrepancy between the amount in figures and in words, the amount in words will govern;

(b)   Where is a discrepancy between the unit rate and the line item total resulting from multiplying the unit rate by the quantity, the unit rate as bided will govern;

(c)    If a participant firm refuses to accept the correction, their BID will be rejected.

ii.                  AWARD AND ISSUANCE OF CONTRACT: The award will be made to the participant offering the lowest evaluated price and that meets the required proposed technical specifications. The successful participants will be issued a CONTRACT with required supply terms and condition as reflected in their offer and acceptable to the Water for Lakes.

iii.               PRICES: The prices for imported or for domestically supplied bikes,including transport and Cost Insurance Paid to place of destination (CIP),should be BIDED in USD dollars (Delivery Duty Paid), Rumbek, Lakes States. Incoterms 2010.

iv.                 PAYMENT: For your invoice will be made 100% no later than 30 days from delivery and confirmation of compliance with Water for Lakes requirements.

v.                  DELIVERY: Prices should be Bided for delivery DDP (Delivery Duty Paid), Rumbek, Lakes State. Incoterms 2010.

vi.                 DELIVERY SCHEDULE: Delivery schedule should be no later than 40 days for the date of Contract.

vii.               ORIGIN:The successful bidder will be required to furnish a certificate of origin for which you quote

viii.             WARRANTY:Motorbikes offered should be covered by manufacturer’s warranty from the date of delivery and receipt confirmed by the Water for Lakes. Please specify warranty period and terms in detail according to the Annex A of the requirements.

12.  The supplier shall bear costs associated with the preparation and submission of its bid, and Water for Lakes shall not be responsible of liable for those costs, regardless of the conduct or outcome of the Shopping process.

13.  Water for Lakes reserves the right to accept or reject any bid, annul the shopping process and reject all Bids at any time prior to the award, without thereby incurring any liability to Suppliers.

14.  At the time of the Award, Water for Lakes reserves the right to increase or decrease the quantity and without any change in the unit price or other terms and conditions of the quote and the NCB.
