IGAD To Discuss South Sudan Peace Process

Leaders of the Intergovernmental Authority on Development (IGAD) will tomorrow discuss the South Sudan peace process.

JUBA, 15 November 2018 [Gurtong]-“The 66th Extraordinary Session of the IGAD Council of Ministers will convene on Friday, November 16, 2018 in Addis Ababa, Ethiopia,” a statement from IGAD South Sudan office said on Wednesday.

 “On the agenda are the Implementation of the Revitalized Agreement of the Resolution of Conflict in South Sudan (R-ARCSS) and progress in Somalia,” it added.

The meeting will be at Sheraton Hotel Addis Ababa.

This will be the first meeting by IGAD leaders to discuss South Sudan peace process after a peace agreement was signed by South Sudan government and opposition leaders in Addis Ababa, in September.

The South Sudan peace monitoring body, the Joint Monitoring and Evaluation Commission last month late September issued an implementation report noting that some deadlines have been met while others have been missed.

Activities implemented included ratification of the Agreement, nominations and appointment of the National Pre-Transitional Committee (NPTC), the Permanent Ceasefire and Transitional Security Arrangements (PCTSA) workshop, and several declarations of commitment to the R-ARCSS by the Parties.

The NPTC had since that time met in Khartoum and Juba, to coordinate for the implementation of the peace agreement.

Late last month, the government and opposition groups celebrated the signing of the peace agreement in Juba, a move seen by many as confidence building in the implementation process.

In the past two weeks, the forces of the South Sudan Peoples Defense Forces (SSPDF) and Forces of the Sudan People’s Liberation Army in Opposition (SPLA-IO) met in five different States to discuss ways of coordinating information on implementation of the peace agreement.

Deadlines missed include the reconstitution of the National Constitution Amendment Committee (NCAC), reconstitution of JMEC, and the formation of the Joint Defense Board others.
