South Sudan Opposition Raises Concerns Over Slow Pace Of Agreement Implementation

The South Sudan opposition group headed by Dr Riek Machar has raised concerns over the slow pace of implementation of the peace agreement they signed with the government in September this year.

JUBA, 30 December 2018 [Gurtong]-The Sudan People’s Liberation Movement in Opposition (SPLM-IO) in a press statement released on Thursday described the peace implementation process as “very slow due to lack of funds.

“The SPLM/A (IO) would like to, however, inform our members that, the implementation of the R-ARCSS is going on slowly, owing to, among other things, lack of funding, said the Chairman of the National Committee for Information and Public Relations, Mabior Garang De Mabior.

He however acknowledged that there were significant strides that have been made in terms of the implementation of the R-ARCSS so far, notably on the establishment and reconstitution of the various mechanisms and institutions of the agreement by the IGAD Secretariat.

“It should be noted that, there are many activities which have been neglected and many others remain without being implemented in accordance with the R-ARCSS Annex, on (D-Day + 90). The regime seems to be cherry picking, which provisions of the agreement they would like to implement,” Mabior claimed.

It is nearly four months since the Revitalized Agreement on the Resolution of Conflict on South Sudan (R-ARCSS) was signed on 12, September 2018 in the Ethiopian Capital Addis Ababa.
According to the Agreement, some committees were to form within 90 days after signing of the agreement, but many were not formed on time.

Chapter 1, Article 1.4.8 of the Agreement states that there shall be established fund to be drawn from the Government funds and contribution of the donors for the implementation of the Pre-Transitional Period.

In October, the government approved a sum of SSP 100 Million and an additional 1 million dollars to facilitate the work of the National Pre-Transitional Committee (NPTC).
