Where are the terrorists targeting Americans and Westerners coming from into South Sudan, for this is unlikely to be home-made terrorists. From North or East? How is will South Sudan's Security agents handle this with sensitivity, so that innocent foreign business people and visitors to South Sudan are not victimised? This is definitely something American and UNMISS Security agents are experts in; but what security agreements are there for exchange of information between the Government of South Sudan and these external agencies?
